Who exactly falls under the federal government-imposed vaccination mandate? – let’s figure it out!

Let’s start from the source: Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police.

Employees (employés)

For the purpose of this policy, “employees” is used throughout to simplify the text.

It means employees of the core public administration (i.e., departments listed under schedules I and IV of the Financial Administration Act) as defined in sections 7 and 11 of the Financial Administration Act and includes the following regardless of whether they work on-site or telework (full time or part-time):

So, what organizations are included under schedules I and IV?

You can see by yourself here. Who is not included? For starters Revenue Canada, Parks Canada, Canada Employment Insurance Commission, Canadian Centre for Occupational Health and Safety and many others. That is some all-inclusive policy that excludes quite a bit of federal government employees.

Next question: what about federally regulated industries, for example, Transportation?

Looking at Mandatory COVID-19 vaccination requirements for federally regulated transportation employees and travellers from October 6, 2021.

Vaccine requirements for employees in the federally regulated transportation sector

As of October 30, employers in the federally regulated air, rail, and marine transportation sectors will be required to establish vaccination policies for their organizations. Specifically, the vaccination requirement will apply to:

airlines and airports, and other organizations who have employees who enter restricted areas of airports, such as concession and hospitality workers

federally regulated railways, and their rail crew and track employees

marine operators with Canadian vessels that operate with 12 or more crew

All transportation sectors listed have to do with the transportation of passengers, not goods, so none of that applies to Purolator. Therefore, mandatory disclosure and vaccination policies, Purolator is trying to enact are coming from Purolator itself, it cannot claim that it’s a federal mandate and nothing can be done. It is well within their control.
